The Financial secrete of the central empire" book note

In times of peace, finances are paramount; during conflicts, military matters take precedence; and for maintaining stability, ideological control is relied upon. Throughout history, both domestically and internationally, for a centralized government, two things are most important: first, establishing a bureaucratic system to control society; second, collecting taxes to sustain the bureaucratic system. State-owned enterprises, communal land, and currency issuance constitute the three major methods of extracting taxes from the populace. Based on the system and finances, Chinese history can be divided into three major periods: 1. From the Qin and Han Dynasties to the Southern Dynasties, centralization was predominant but remnants of feudalism persisted. Economically, there was private land ownership, with land taxes being collected. State-owned enterprises and financial monopolies emerged during this period. 2. From the Northern Wei Dynasty to the Song Dynasty, this period saw a relatively perfected system of centralized authority and the imperial examination system, with public land ownership. 3. From the Liao and Jin Dynasties to the Yuan, Ming, and Qing Dynasties, a stable pattern emerged where land reverted to private ownership, the centralized authority model matured, and there was control over people’s desire for knowledge.
